Kharotbabad tribunal: Police, FC responsible for killings, say sources

The Kharotabad tribunal has held police and Frontier Corps (FC) responsible for the killing of five foreigners in Quetta, an official source with access to the tribunal report said on Thursday.
The report says Capital City Police Officer (CCPO) Dawood Junejo and the Lieutenant Colonel of FC had mishandled the situation and recommends that action be taken against them. It also states that Station House Officer (SHO) Kharotabad Fazal Rehman and Assistatant Sub-Inspector (ASI) Raza Khan are also responsible for the incident and calls for strict action against them.
The tribunal also said that even though the foreigners had entered Pakistan illegally, there was no reason to kill them.
The tribunal also recommended that bomb disposal equipment be made available at all police stations.
The chief minister of Balochistan had earlier sent the judicial report to the Balochistan chief secretary and asked him that recommendations be implemented in letter and spirit. He has also directed that the report be made public so that the people of Balochistan are aware of not only the details of the incident but also the findings of the tribunal.
Five foreigners, including three women, were gunned down by Frontier Corps and police personnel on May 17 in Kharotabad, a suburb of Quetta. While security forces officials claimed that those killed were suicide bombers, the police surgeon who conducted autopsies found no indication that the foreigners, four Russians and one Tajik, carried explosives.
The incident was caught on tape by a journalist and, once aired, the video caused public outrage prompting the Balochistan government to form a judicial tribunal to probe the incident. Over a month-long hearing, the tribunal recorded the statements of 28 witnesses and submitted its report, comprising over 80 pages, to the government on Tuesday.

It still is so in fact, a police official stated yesterday as well that they had explosive materials in the shampoo bottles that the driver kept going on about.....

No they were not, these people were responsible for the death of that FC constable on who's post they lobbed a grenade. The post-mortem report also stated that:

All five individuals suffer multiple bullet wounds from close range. Pieces of shrapnel have also been removed from the body. The cause of death of four of the individuals are the bullet wounds where as the fifth died as a result of an explosion and multiple wounds from shrapnel entry and exit.

Obviously they had grenades and obviously they were primed, not only that but they obviously had already removed the pin from one of the grenades which means that they intended to use it. Which does not say "We Come in Peace" in any corner of the world................

The tribunal was never about "IF" the foreigners were terrorists, it was about "IF" they could have been taken alive.
It was just presented so by the media.

So is it the media that is confusing the situation, since the article above also states:

This whole issue has been turned into one big media circus and everyone wants in. Anyone who could not get their hands on news, printed speculations going about. Even the driver jumped in with his own brand of idiocy to add to the mix. He claimed that they had been killed for not giving a bribe to the FC constables, when asked if he could repeat the conversation on record the driver said: "I don't know, they were speaking in a foreign language". Now you tell me, how many Pakistani FC Constables do you think know Russian ?

This extract above is also a distortion, many news papers mentioned that all five had been shot at from close range but conveniently missed out the fact that the cause of death for one person was a grenade explosion.

If these "Baboons with Guns" as you dub them should choose to return to their barracks for one day, I swear bodies will litter the streets like dirt. We protect you, that is why you have the liberty of mocking us, if we ever went on strike like the South African army, you will beg for us to return.
