There no is whining about sanctions, his speech is merely about westerns countries being untrustworthy, he has said the same thing before/after deal many times nothing new ... it's very clear that the USA has violated the UNSC issued by itself and is forcing others to take the same steps by violating the international law & the UNSCR while IAEA has certified Iran fully compliance to the deal through 14 reports released since the deal adaption day ... he is just pointing out this hypocrisy for his own people, thanks to Trump now every one in Iran knows that the king is naked & everyone realized that it's not IR that is after trouble and it's exactly what he mentioned back in 2015 as most important blessing of the negotiations "people awareness" while:

R&D has continued in our NP.
Our uranium stockpiles is more than anytime before deal.
Our program is recognized by the UN.
Our missile program is not banned anymore by the UNSC meanwhile our missiles has become deadlier .
The US has not been able to pass a single resolution against us since then.
The world realized the true war mangoes.
Now Iran has got the upper hand in the region while in 2012 Damascus was half occupied by terrorists.
We've started constructions of 2 new nuclear power plants.
The Arrak heavy reactor is being modenized.
Our money frozen by American got released ..

& most importantly our enrichment has continued ...

In Iran-Iraq war the compensation was around 1000 billion $ which we never received & as far as we've spent from our pocket to pay for the reconstruction that makes it 2000 billion $ , it's 125 or 250 billion per year for 8 years not to mention human lost & the fact that the country progress was halted .. Pompeo has said Iran has spent 16 billions $ in Syria & elsewhere so far:

Regime has wasted over $16 billion since 2012 propping up Assad and supporting its other partners and proxies in Syria, Iraq, and Yemen.​

Which is 2.2 billion per year ... while Iranians has not heard a single shot, our borders are the safest and secured and peace is guaranteed and we are next to Golan heights which we weren't before , israel doesn't dare to attack Lebanon, Baghdad and Arbil are safe from isis as Syria is and have started reconstruction thanks to bravery of Syrian and Iraqis that stood for their own countries ...
The US sanctions are playing the same game over here , they think what they're doing is harming us .. honestly it is a little painful but wait to see the OUTCOME.

Who the hell congress is? the deal even was not signed, approval of Congress is nothing for us:

The point is we knew westerns are not trustworthy that's why we asked it to be a part of UNSCR which is 2231 .. that means the JCPOA ain't a bilateral or multilateral agreement or accord but its now an UNSCR which turned automatically to international law and accord which is mandatory for all to implement it .... the Congress has no saying.
No EU is not doing everything it could to keep the deal just political decisions without any outcome INSTEX yet to be implemented which is just food and humanitarian stuff and far far away from their own promises under SPV let alone the JCPOA. You could call it whining but it's just Iran reminding others their obligations & they have only themselves to blame for its consequences later on ..

At last you could keep telling Syrian story over and over but it doesn't change the fact that base on Clinton emails Saudis and Qatar were funding isis and other radical Sunni groups , or base upon the US DOD intelligence agency in 2012 the US was well aware of the fact that dominant insurgency in Syria were ALQ, Salfi extremists & MB which were seeking Caliphate and were being supported by west Qatar, Saudis and another country .... and the US not only didn't anything it helped.

That's how democracy works. President can sign whatever he wants, but you need a parliament to approve agreements. Without this approval its just a paper.

International law & the UNSCR has nothing to do with congress when Obama didn't sign anything:

On 20 July 2015, the Security Council unanimously adopted resolution 2231 (2015) endorsing the JCPOA. The Security Council affirmed that conclusion of the JCPOA marked a fundamental shift in its consideration of the Iranian nuclear issue, expressed its desire to build a new relationship with Iran strengthened by the implementation of the JCPOA and to bring to a satisfactory conclusion its consideration of this matter.

The Security Council further affirmed that full implementation of the JCPOA would contribute to building confidence in the exclusively peaceful nature of Iran’s nuclear programme and emphasized that the JCPOA is conducive to promoting and facilitating the development of normal economic and trade contacts and cooperation with Iran.

Resolution 2231 (2015) provides for the termination of the provisions of previous Security Council resolutions on the Iranian nuclear issue and establishes specific restrictions that apply to all States without exception. Member States are obligated under Article 25 of the Charter of the United Nations to accept and carry out the Security Council’s decisions.
