SRINAGAR, India (Reuters) - Indian authorities put separatist leaders in the disputed Kashmir region under house arrest on Monday while police sealed off roads in an effort to stifle protests against the killing of civilians on the weekend.

Unrest has intensified over recent weeks in the Muslim-majority region at the heart of decades of hostility between India and Pakistan, and seven civilians were killed on Saturday when security forces opened fire at a protest over the killing of three militants.

Separatists planned to march toward an army headquarters in Kashmir’s main city of Srinagar on Monday but separatist leaders Syed Ali Shah Geelani and Mirwaiz Umar Farooq said they have been put under house arrest to stop them leading the march.

A senior police official who declined to be identified confirmed the house arrests.

Police and para-military forces put up barricades in various parts of Srinagar, including on roads leading to the army headquarters, and were patrolling in force.

The army, in a statement late on Sunday, warned the population against being used to make trouble.

“Army advises people not to fall prey to such designs of anti-national forces,” the army said.

“It’s an attempt to pit the civilian population against the security forces”.

One soldier was killed in the Saturday violence.

Shops, government offices and banks were closed in Srinagar and a nearby district and traffic was off the roads. Authorities have also shut down mobile internet and train services.

Pakistan, which like India, claims Kashmir in full but rules it in part, condemned the Saturday killings.

“Only dialogue and not violence and killings will resolve this conflict,” Pakistan Prime Minister Imran Khan said, adding that his country would raise India’s “human rights violations” at the United Nations.

Hindu-majority India accuses Pakistan of training and arming separatist militants operating in Kashmir.

Pakistan denies that saying it only offers political support to the people of the Muslim region who are being denied their rights by India’s security forces.

Indian forces say they have killed 242 militants this year in the region, while 101 civilians and 82 members of the security forces have been killed, making it the bloodiest year in more than a decade.

Meenakshi Ganguly, South Asia director at Human Rights Watch, said Indian authorities should investigate and prosecute those responsible for “indiscriminate use of force”.

“Security forces are aware that villagers gather, protest during gunfights with Kashmir militants and have responsibility to ensure civilians are not at risk,” she said in a tweet.

A spokesman for India’s Ministry of Home Affairs in New Delhi said he had no comment.

SRINAGAR, India — Soldiers and police fanned out across Indian-controlled Kashmir on Monday to enforce a security lockdown for a second straight day to stop anti-India protests and foil a call by separatists for a march toward India's main military garrison in the disputed region.

Government forces patrolled streets in the region's main city of Srinagar and sealed off all the roads leading to India's military garrison in the city.

Three Kashmiri leaders, known as the Joint Resistance Leadership, called for Kashmiris to march to the army cantonment to protest the killings of seven civilians and three rebels during an Indian counterinsurgency operation over the weekend.

Police and paramilitary soldiers in riot gear and carrying automatic rifles laid steel barricades and coiled razor wire on roads and intersections to cut off neighbourhoods in a bid to stop protests.

Authorities also stopped train services and suspended internet on cellphones in the region, a common tactic to make organizing protests more difficult and stop dissemination of protest videos by Kashmiris.

Shops and businesses in other areas with no security restrictions closed to protest Indian rule.

The killings and injuries of over three dozen civilians on Saturday angered Kashmiris and sparked protests and clashes at several places in the region. Residents accused troops of directly spraying gunfire into the crowds and killing at least two civilians, including a teenage student, away from the battle site.

Police said in a statement that they regretted the killings but that the protesters had come "dangerously close" to the fighting.

Separatists who challenge India's sovereignty over Kashmir said the killings were part of India's state policy and called for three days of mourning and a general shutdown in Kashmir apart from Monday's public march.

The Indian army has appealed for people to not heed the call. The army said in a statement that it was "fighting terrorism and proxy war sponsored by Pakistan and its proxies in Kashmir," adding that its objective "is to bring peace and normalcy" in Kashmir.

India and Pakistan each administer part of Kashmir, but both claim the region in its entirety. Rebels have been fighting Indian control since 1989. Nearly 70,000 people have been killed in the uprising and the ensuing Indian military crackdown.

Kashmiris deeply resent Indian rule and support the rebels' call that the territory be united either under Pakistani rule or as an independent country.

In recent years, mainly young Kashmiris have displayed open solidarity with the rebels and sought to protect them by engaging troops in street clashes during India's counterinsurgency operations despite repeated warnings from the Indian authorities.

We all Indians case about Kashmiri people. They are our brothers and sisters as same as other Indians.

Those few people only I don't support who through stone on Army or Police man. No country in the world allow such as activity...... So, most of them are paid by Terrorists, few are innocent and also few mistakes from our side.

Rest, Pakistan will not able a get is single inch kashmir and wasting their resources and money. And, India will not gonna to get a single inch of Pakistan kashmir.

Rest are drama's which are paying on both sides....... Nothing gonna change...... Not Possible.... it's too late.

During his visit to Pakistan and India in 2001, former secretary general of United Nations Kofi Annan had remarked that Kashmir resolutions were only advisory recommendations and comparing them with those on East Timor and Iraq was like comparing apples and oranges, since those resolutions were passed under Chapter VII, which make them enforceable by the UNSC. According to the UN Charter, resolutions passed under chapter VI, like the resolutions on Kashmir, are considered non-binding. Only the resolutions passed under Chapter VII can be enforced by the United Nations through force or other means.
