Why not ask the Indian MoD. for last 10 years they have been doing the same as mentioned above by you in MMRCA deal. Why it has taken them 10 years to select an aircraft?
Some indian here are really genious so they will come up with a logic of their own every time specially if the matter involves pakistan.

its not about 10 Billon. Hex PAF's Block 50 program was more than 5 Billion (5.3 I guess) but that has proceeded smoothly as PAF knew what it wanted. To me it is rather ununderstandable that why IAF took it overly long to even shortlist the finalists leaving aside selection. For me, the purpose of MMRCA was somewhat vague throughout. If an affordable true MR was the purpose of this, then Grippen was the most economical, equally verstile and offered the most industrial interest followed by falcon. paf had a lost decade due to sanctions in the 90s-- i guess the indians wanted paf to suffer another lost decade by trapping all the foriegn vendors in their market 1999-2011

the more time they are taking in actually inducting a mmrca , the greater time it gives the j10b and jft to mature -- had they inducted the rafale by now , paf wouldve been pushed to quickly buy the j10a rather than wait for j10b
