TOKYO/NEW YORK -- Pandemic-driven acrimony between China and the U.S. has grown into a "new Cold War," according to a book-length annual report released Friday by Japan's only national think tank covering security.

COVID-19 is blamed in the 25th edition of the East Asian Strategic Review from the National Institute for Defense Studies. The disease led to economic stagnation in China, fueling public dissatisfaction with President Xi Jinping's leadership, it says, adding: "In response, the Xi administration sought to overcome this by restarting economic activities and tightening its control over society."


For Japan, which has been substantially deepening defense cooperation with the U.S., the next step could be "multi-layered security cooperation," including cooperation with other American allies, the review says.

On top of such three-way engagements as the Japan-U.S.-Australia, Japan-U.S.-South Korea and Japan-U.S.-India frameworks, "security cooperation could be further developed into quadruple cooperation among Japan, the United States, Australia, and India," the review says, listing the members of the Quadrilateral Security Dialogue, or Quad, which has been gaining prominence in recent months.

The Quad held its first leaders' meeting online in mid-March, with U.S. President Joe Biden, Japanese Prime Minister Yoshihide Suga, Indian Prime Minister Narendra Modi and Australian Prime Minister Scott Morrison agreeing that the Quad will be a vital forum for cooperation in the Indo-Pacific. Foreign ministers of the four countries have agreed to meet annually.

The report notes that the four countries view the Quad grouping as a hedge to prepare for an uncertain future as Sino-American tensions rise and Beijing takes increasingly aggressive actions in the South China Sea.

The Quad, which in its current form is a discussion among foreign ministry officials, could see future meetings among security officials of the four countries and lead to more defense cooperation, the report says.

"Of course, the four countries have different perceptions of threat regarding China and have separate China policies," it says. "There are also discrepancies regarding a U.S.-led international order, and some say that it is too early for high-level cooperation" among the Quad.

"Yet if China continues to take actions that the international community sees as concerning, including unilateral attempts to alter the status quo, it is likely to push the four countries into deeper cooperation between security authorities," the review adds.

On the Korean Peninsula, the report discusses how North Korea pressured South Korea through various means to separate it from its cooperation with the U.S. ahead of the establishment of the new American administration.

South Korean President Moon Jae-in's administration has indicated a strong motivation to improve inter-Korean relations, and the South's actions "appeared to distance itself from the United States," the document says.

It speaks of attempts in Seoul to limit the topics to be discussed at the U.S.-South Korea working group set up to coordinate policy engagement with the North. This reflects voices in South Korea calling for Seoul to move ahead with cooperation with North Korea independently.

The East Asian Strategic Review does not necessarily reflect official positions of the Japanese government or the Ministry of Defense, instead attributing its analyses to the researchers identified as chapter authors.

The hard line extended to Hong Kong and Taiwan, as well as stepped-up maritime activity in the South and East China seas, according to the review. It says China's firing of anti-ship ballistic missiles in the South China Sea was done with an eye toward standing up to the U.S. military.

On the U.S., the document notes that the army, navy, air force and marines have been separately developing their own multidomain-operations concepts for possible conflicts with China and Russia.

Now the Pentagon is pursuing a new "Joint Warfighting Concept," converging plans for the land, air, sea, space and cyberspace domains as well as the electromagnetic spectrum, according to the report.

With a new focus on the Indo-Pacific, the U.S. actively deployed strategic bombers and aircraft carriers in the Western Pacific in 2020, the review says.

 
Look at the Japanese warship in the pic......I didn't know the Japanese were using the "rising sun" war flag again....Not great symbolism, IMO.
 
JMSDF has a formidable Navy with extremely high level of discipline and professionalism, not to mention their track record

umm no, Flight III uses AN/SPY 6 which is so much more sensitive than AN/SPY-1D(V) in Maya class.

Look at the Japanese warship in the pic......I didn't know the Japanese were using the "rising sun" war flag again....Not great symbolism, IMO.

umm no, Flight III uses AN/SPY 6 which is so much more sensitive than AN/SPY-1D(V) in Maya class.

Its horrible symbolism, IMO. Best for USA to secure its interests in the Pacific without being too provocative. China is many times more powerful then the USSR was compared to the USA on a relative basis in Cold War 1.

Which one are you referring to provocative? The flag part or US moves in the Pacific ?

In all of this if China feels it's territorial integrity is threatened they wouldn't hesitate to go nuclear. Japan of all should be careful the Chinese still have a score to settle with the Jap's.

The flag. Its the European equivalent of Germany flying the Nazi Swastika again.......to many in east Asia. Hard to say quad is about peace and freedom of navigation with symbolism like that.

You took the delirious korean propaganda to heart , nazi flag implying anti-Jewish German nationalist occultist group is nothing like Kyokujitsu-ki which symbolizes luck and fortune and other traditional stuff ,used since Edo period. The rising sun is the very symbol that started the freedom movement of world not just asia ,from colonialism by the west. The whole of asia,from Vietnam to India took the greatest of pride and self confidence when japan defeated a western power(russia) for the first time in war .

This is just another example of a bad attempt to copy western hypocritical practices. US FLAG has the most blood on it along with the British UNION JACK,people should demand change of their flag first before going after traditional symbol of japan ,it's like asking India to not use swastika ( because it represents rss ) which wouldn't happen.

It's unlikely though ,US has instilled their political colors upon japan but CCP should know from their backlogs,the anti -japanese propaganda is their own political maneuver,and hence they aren't actually driven by a sense of retribution,but a front for political points.Their so called founding father of china -sun yat sen was educated trained and supported by Japan,he made japan the base for his operation and worked with JP for establishing pro east gov in china. Even mao era china used rising sun symbols.

Back even before cultural revolution, Mao envisioned a final battle for primacy between the two paramount race- white and yellow,he felt the white race would fight teeth and nails to preserve their supremacy;as we currently see the whole western block mobilizing against china in a way with the fear of yellow peril. The west was too drunk in white supremacy after surprise gunboat takeover upon rather inward-looking,self content civilizations from the east.Mao sensed that the west didn't understand the real pedigree of east asians yet back then,the west wouldn't be able to comprehend what they would be up against in future .

And hence CPC wouldn't risk total divergence from the prominent nation of the east -Japan.
china is japan's biggest trading partner ,they are already linked ,they will collapse together if such happens so.

Peaceful or not ,I just mentioned the meaning behind since you compared it to swastika of nazi.
It's only the Japanese navy's flag though,so it's not used on embassies.
America fought a war against japan ,not china ,yet America never complained about it,infact many famous American artist actually love the Kyokujitsu-ki and openly donned it.
Public opinion is shaped by policies and the propaganda ,it would be very naive to base it as an ultimate fact.
