Tokyo, July 1 (Jiji Press)--Japanese Prime Minister Shinzo Abe and his Vietnamese counterpart, Nguyen Xuan Phuc, agreed Monday to start negotiations on a bilateral agreement on the transfer of defense equipment and technology.

In the presence of their leaders, the two countries exchanged a memorandum of cooperation to prepare for an expected increase in the number of Vietnamese workers in Japan following Tokyo's introduction of a new visa program in April.

The memorandum set out a basic framework for discussions and information-sharing between the two countries to resolve issues related to Vietnamese workers in Japan, including the problem of malicious labor brokers.

At their meeting in Tokyo, Abe told Phuc that Tokyo wants to work with Hanoi to start accepting Vietnamese workers under the new visa program at an early date.

Phuc said Vietnam will cooperate so that the memorandum is implemented effectively.

Interesting. Japan’s constitution does not allow any export of offensive weapons systems to communist nations. Ok let’s assume she can, what stuffs Vietnam can grab?

Stick to naval/maritime tech....be it sensors, interdiction, reconnaisance and weapons/processes/training regarding all this (japan maritime forces are very professional).

Vietnam for army and airforce is already quite good bang for the buck, japanese stuff will be too expensive there for capability addition. Thus cooperation with Japan should be nearly entirely maritime based I feel.
