Japan cannot RD a 5th generation fighter any more than Indonesia can. Both lack the critical infrastructure such as full scale supersonic wind tunnels and both lack the institutional aerospace RD experience.

I'm sure Japan can devolop a fifth gen plane if they have a joint venture with US.

The problem is of course price.

The F2 cost 127 million a copy at 100 runs. At this trend the Shin Shin if it ever comes out will cost over 400 million dollars.
