So during the times of Jinnah, Pakistan didn't see powerful IGs?

jinnah lasted for 1 year after formation of pakistan cant say anything about it at that time swat was also a pricely state with its own rullers now swat is part of pakistan

Why in history of Pakistan? Why not in history of mankind he is the most powerful IG of a province? Clearly, under Jinnah, the provinces had very weak IGs
