It is effective on countries that we dont have issues with, and even in countries with whom we have problems our culture , art , cuisine etc . does earn some fans which make prospects of peace and friendship brighter due to their influence .

But military and economic power are also very important .

I think all these three powers decide what kind of a power a country becomes on the international stage and the missing of even one of them will hamper your major power status.

For eg : USA would not have been as big a power today had it not been for hollywood , rap/rock music and friends .
