BAGHDAD (AFP) - Iraq has offered the US-led coalition to put hundreds of accused foreign Islamists on trial in Baghdad in exchange for millions of dollars, three government sources have told AFP.

Western countries have been rocked by fierce public debate over whether to repatriate their citizens who joined the Islamic State in Iraq and Syria (ISIS) group, which held swathes of Iraq and Syria for years before losing its last speck of land last month.

Around 1,000 suspected foreign ISIS fighters are in detention in north-east Syria, in addition to around 9,000 foreign women and children in Kurdish-run camps there.

Iraq has proposed trying and sentencing the foreign suspects if the US-led coalition covers operational costs, three Iraqi officials have said.

"These countries have a problem, here's a solution," one told AFP, speaking anonymously because he was not authorised to give details to the press.

The source said Iraq had proposed a rate of US$2 million (S$2.71 million) per suspect per year, calculated based on the estimated operational costs of a detainee in US-run Guantanamo.

"We made the proposal last week, but have not gotten a response yet," the source added.

A second official said Iraq had requested US$2 billion to try the suspects as "one of several options", and could ask for "more money to cover the costs of their detention".

Iraq has already tried and sentenced several hundred foreign ISIS members, and others are in detention in Baghdad awaiting trial.

They include at least 12 French nationals who were transferred from Syria in February.

A third Iraqi official said detainees from as many as 52 countries could be put on trial in Baghdad.

"Iraq proposed to the coalition setting up a special tribunal to try foreigners. There's been a constructive beginning to those discussions," the source said.

But setting up the court could be complicated, the official said, with questions over whether international funding for it would preclude any implementation of the death penalty.

The source added that Iraq had opted to propose the arrangement to the US-led coalition as a whole because it was simpler than negotiating with each country individually.

The US-led coalition did not immediately respond to an AFP request for comment.

Syria's Kurds have called for an international court in north-east Syria to try ISIS militants, but the US says countries should repatriate their own citizens.

Transferring foreign fighters to Iraq for trial appears to resolve a legal conundrum for Western powers, many of whom fear they may not have enough evidence to convict ISIS members who claim they did not fight.

Shoot ALL the ISIS fighters (foreign or otherwise), their wives and children in the back of their heads. Alternatively, burn them ALL alive. This scourge needs to be permanently wiped off the face of the earth.

Under Islamic law that's what happens to the Kwarij men i.e. they are all killed and thrown into a pit, and no funeral payer is said over them.
As for the children, put them up for adoption and let Muslim families foster them. The women I'm not so sure about but jail is a good start.

What sort of Kafir view is that? The standards we must follow is what would our Holy prophet have done in a similar position.

2 million dollar per suspect is very high price. Reduce the price of these Islamists . I don't think U.S.A will pay 2 million $ per suspect. It should Not be more than one thousand dollar per islamist. It seems unreasonable demand from iraqi authorities.

What stay? I'm third generation.
My views are aligned with the BNP, honestly are you for real? The BNP died a slow death years back and are political history. You'd also find that the vast majority of Muslims want these criminals punished.
What do you think about all their crimes? What should be done with them? Do you believe they are Kwarij, they certainly meet the criteria on every point.
As for the hadith you have taken it out of context, which sharh have you used to deduce that this can be applied to the Kwarij?
 
Those who are guilty, must face the punishment.
If local Sharia says put ''Khawarji'' all in a common pit, than it's bound to happen, even if some of them were falsely accused. After all, many innocent people died in the fogy war of Iraq and Syria!
However we do stuff differently in Pakistan.

Big question which remains ignored is, how does thousands of Isis arrived in Iraq, organized into formidable force? Moreover, their supply lines continue to roll in middle of war, which they were supposedly fighting against combined army of Iran, Iraq and US,.... even at one point Ajit Devil was negotiating with Isis.
Later India was identified as one of the weapon supplier to Isis, now India at the same time is strategic ally of Iran, US and Israel..... WTF!

Now do we have any figure on captives? I want to know, how much fee are we talking here!

The hadith you quote is out of context. This was specific to the enemies of the Prophet Muhammad pbuh at the site of the Kabbah, a place revered by the Arabs.

Read what Abu Bakr (RA) did to those who refused to pay zakat and to the followers of the false Prophets. Read was Ali (RA) did to the khwarij.

Brother these people need to be taken to court, tried and then executed.

Sheep? Medical graduates from the UK left to fight in Iraq and Syria. These people were educated people. Look what they have done whilst there. Sheep could be some of them, but large amounts of them knew exactly what they were doing.

What they left for and what they ended up in are two different things. They left for heaven and ended up in hell. Like the 15 year old Bengali girl , she left for an adventure and ended up losing two babies and stateless. If you want to see her executed then you seriously need to see a psychiatrist.

Sorry to jump in but i don't believe Islam allow to kill people for not paying Zakat! there's no such advice in Quran.
There were wars in past times, because Islam had existential threat.
Today even Hindus know about Quran, point is... in current times, every one keep his /her religion by personal choice. There are many people in Pakistan, who are born to Muslim parents but choose to be Agnostics or Atheists. We can't punish them for sake of some conflicting history, and call it Sharia.
If there's a war today, it will be for political reasons, geographical reasons or personal reasons.

Last but not least, how would you and defence.pk gurus define Khawarji?
