A fuel price formula should be created based on the average price of fuel + fuel consumption in neighbouring countries to make fuel smuggling financially less attractive. Heavy fines and seizure of movable property such as ships, cars should be introduced by the state in case of fuel smuggling.

Not activating the mentioned points above is equal to:
- national treason
- economic terrorism
- hurting the environment and increasing air pollution and related diseases.
- supporting smugglers and gangs.
- taking peoples life indirectly
- mismanagement of state budget
- dislocation of funds which should be invested in science, education, space, defence, infrastructure, public transport, industry, health, culture etc.
- supporting a culture of waste and creating a culture of addiction to the state (mass beggarism)
- unfair distribution of subsidies towards those who are able to afford (multiple) cars (the middle and upper class) unlike those who can't afford cars (who are not part of middle or upper class).

These are fair hypothetically. However, the entitled society won't allow it. The best solution is move everything towards renewables from trash to cars and buses ASAP. I see no meaningful effort in this regard. There seems to be an inherent oil and gas lobby preventing any meaningful movement.

To put it another way, introduction of solutions that people will naturally gravitate to is the job of officials instead of attempting heavy-handed mandates that cause backlash. BTW, there's a pinned thread on this subject.

Solution you pointed are great but will not be implemented.
Do you know why Mullahs of Iran hated REZA SHAH...they hated him because he cut off their sources of income...He introduced modern schools and thereby cut off "Maktab khaneh" income of mullahs...he introduced national ID and property registration and thereby cut-off mullahs traditional hold and income on that..list is long and I do not remember all..
Point is that mullahs make lots of money from this system of "Subsidized everything"..they make $$$ from smuggled fuel, smuggled flour..smuggled Qeer.etc. the scale of smuggling is so large that you know higher ups are all on it. Subsidizing everything also keeps population calm and dependant on them...A population that gets everything free will not revolut against them...
