The thing is, if you own Iraq you do a shit job of managing a country which is evident given Iran's state of affairs. However jokes aside Iran doesn't control Iraq and as soon as Shias feel controlled by a foreign entity they will generate a hostility towards them regardless of both being Shia.

Iraqi air force (F-16's) have been striking eastern Syria for months, are they PMU? They're all under the same command militarily and have not operated outside that framework except for a few small groups such as Harakat Hezbollah al Nujaba which is smaller than the others.
