This is a scam operating in Delhi.

1 man will smear shit on tourists shoes and blame it on monkeys.
He will then direct tourists to somewhere they can get their shoe cleaned.
Then his acomplice will clean the shoe.
Then they will charge the tourists an extortionate price for the service.
