Lets be reasonable
1. Im preety sure that the list is not about terrorism but curbing finance.
2. We all know that india finances terrorism through iran and Afghanistan in balochistan and other parts of pak. We also have your navy officer. This is enough proof of India indulging in Pakistan. And we have provided proofs of you financing terrorism but i dont see india anywhere in the list why?
3. There are countries more prowerful and influential than Pakistan where most of the finance comes from but we dont see them in the list either why?
You see this list might be fine to curb financing means in ghana or Cambodia or Zimbabwe but not in this part of the world where we live. Its more about pressurizing a country to do a certain task than to stop finance. This is my personal opinion, you're can differ from it.

2. If you have a proof for India financing terrorism, feel free to bring forward the evidence for the same. It's not a matter of perception but following the money trail. Make a case, with China's backing.

3. Because they have strict regulatory measures that curb funding to terrorists, and have credible intel agencies that track these fundings. Remember why Habib bank of Pakistan was fined $ 225 million in NY?
Ghana, Cambodia, Zimbabwe have their own skeletons, you don't hear them often because they are not sponsoring terrorism directly, but they don't have laws that prevent being centres of international drug trafficking, human trafficking, and of course terror heavens.
