The reason is the same as that of US and other nations outsourcing things - Its cheaper

Wouldn't it have been cheaper for India to come up with her own engines, seeing how India's labor costs are much lower than Russia's?

You have a point . ISRO has developed & perfected engines for launch vehicles .

Space programme is different ball game, maybe after the initial purchases ISRO would got into a tech transfer arrangement. This would take time & testing, for now established technology would be a better option I suppose.
