Chinese provinces should be smaller.
Those 50+million-people provinces should be all divided into 2-3.
Those strong province-like cities should become independent municipalities.

They wanted to make Mumbai a provincial city like Delhi which is able to deal directly with the central government actually, but the constitution doesn't allow them.

Yeah, different policies are required for different environment. There's no one-size-fits-all policy. Policies must be specific to suit the localized environment to maximize effectiveness. 因地制宜，对症下药。

Jiangsu should be divided into
Suzhou Municipality
Nanjing Municipality (include nearby counties in Anhui Province)
South Jiangsu Province (or Jiangnan Province, also include some cities in Northern Zhejiang Province)
Central Jiangsu Province (capital Taizhou)
North Jiangsu Province (or Huaihai Province, capital Xuzhou).

This province has too many strong cities, too bad they are stuck into one place!
