Even though the Annual Defence budget has been increased from 32 Billion USD in '10 to 36 Billion USD in '11 the share in the Annual Budget has gone down from 2.1% to 1.8%!
Assuming that you are aware of Defence acquisitions,every year Billions are returned due to various useless reasons!
The reason why we are importing so much arms is due to the inability of local PSU's to produce them
