The rise of RSS/VHP, Bajrang Dal, Sena's, even BJP, other extremist, extra nationalist political parties which were all at the fringe and was never elected in India (in fact RSS was banned twice) need all this induced hatred for Muslims, the people who were supposedly the reason for the demise of Hindutva and the rise great Bharat been averted due to Muslims.

And to be in the govt. there has to be extra dose of hatred and that can lead to radicalization...if not for Ayodhya, Rath Yatras, Gujarat massacre, Neilli Gaon massacre, Muzaffarabad massacre(all related to Muslim culling) a rise of Hinduism/Hindutva was not possible...and earlier chosen secular Congress would have been in the govt.


So connecting the dots...all this riots/killings/massacre was the requirement of the above mentioned parties...so they planned and executed it over a period of years, and you see the result.
