Well is it not a reality? Your defence budget is only around $5/6 BN, this is not very much and the Apaches are incredibly expensive pieces of kit. If you could meet your defence needs then you wouldn't be the beneficiaries of military aid and "soft loans" from larger nations would you?

No it is not because of China ( or the threat of reverse engineering , Chinese are far advances then you think )
the reasons are two fold
1. to keep Pakistan in check & dependent on US armory , so it would be hard for us to oppose us (hardly worked in past)
2. Indian pressure (whether you like ti not , India always lobbies against sale of any modern equipment to Pakistan ), Indian market is big & India is current the new tool for US to counter China , so they are careful to not make Indians angry .

The Cost of Selling to Pakistan outweighs the Benefits , Simple as that .

Not really , we always have reserves for every order we think we might put in place in the future , if we couldn't afford it we wouldn't have asked to buy them now would we ?

as far as soft loans are concerned , that is irreverent , as it is just a method of finance , one way or another we are going to pay it .
