I think when there is night vision equipment available in current times these flares are not needed much and are a bad tactic which will alarm your enemy to get alerted for any possible attack and will decrease chances of any surprise associated with sudden attack which would cause much damage

Absolutely, Illumination Rounds are fired to illuminate the movement on ground. DG ISPR wasn't bluffing. Seems like things are going to get messy in the valley. Indians most probably saw someone crossing the LOC.
