Lets be realistic, India is the largest democracy in the world. Its not a perfect democracy ofcourse but it will take decades if not centuries to perfect it. Infact, it will always be a continous process. The US is STILL not a perfect democracy after almost 3 centuries of democratic rule. It was only in the 1960s and 70s that the Blacks still had to fight for their civil rights.
India has been conducting free and fair elections for 60+ years almost and the conservative culture such as seperate lines for males and females when voting and taking into illiterate voters e.t.c are practical issues that India has been dealing with for the past 60 years.
So its about providing a helping hand to those who want it. If the countries themselves don't request it, then there is no reason why India would force itself on them and demand that it has a role in building instituions. It won't happen that way.
