NEW DELHI: With a little over a month after President Pranab Mukherjee's Vietnam visit when a defence MoU was signed the two countries are expected to conclude another defence pact when Vietnamese Prime Minister Nguyen Tan Dung is in India on October 27-28 amid China's growing aggression in the region.
This proposed pact, coming after last month's MoU that entails 100 mn USD Line of Credit to Hanoi to purchase patrol boats to boost coastal security, is aimed at providing military hardware to Vietnam's armed forces, official sources told ET. Both counties predominantly use Russian defence equipment and this enables smooth bilateral cooperation including maintenance and supply of spare parts to Vietnamese armed forces by Delhi, sources informed.

The two countries, since becoming strategic partners in 2007, have growing defence and security ties necessitated by China's growing ambitions in the region including South China Sea and South Asia, pointed out experts who did not wish to be quoted given the sensitivity of the matter.

"India and Vietnam are trusted partners and there has been steady growth in defence ties. India would like to further assist Vietnam with the capacity building of its armed forces. BEIJING: China and Vietnam agreed to properly address and control their disputes on Saturday, a fresh pledge made during a meeting between Vice chairman of China’s Central Military Commission Fan Changlong and visiting Vietnamese Defense Minister Phung Quang Thanh.
“A neighbouring country cannot be moved away,” Fan said. “It is in the common interest of China and Vietnam to live in amity, handle disputes properly and promote common development.”
Bilateral relations have been strained since earlier this year due to Vietnam continuously and illegally disturbing a Chinese company’s normal oil drilling activities in waters near the Xisha Islands in the South China Sea.
In mid-May, a series of riots began at foreign companies in southern and central Vietnam, leaving five Chinese nationals dead, around 20 foreign factories burned down, and some 1,100 foreign companies affected.
The violence came amid tensions between China and Vietnam over maritime disputes.
In the meeting, Fan stressed that both armed forces bear significant responsibility for safeguarding and sustaining bilateral ties. He urged the two militaries to always contribute “positive energy.”
“We should make our troops well-behaved, and not make remarks harming the feelings of both people or do things undermining the overall bilateral relations,” the vice chairman said. He added China is willing to work with Vietnam to implement the consensus reached by both leaders and advance bilateral ties and military-to-military relations.
Thanh said that intensifying the traditional friendship between two nations and their armed forces is in accordance with the common interests of both sides. He vowed joint efforts with China to strengthen the two countries’ unity and cooperation, address and control disputes, and cement the comprehensive strategic cooperative partnership.
He expressed hope that the two militaries would play an active role in maintaining bilateral ties and safeguarding peace and stability in the region.
On Friday, Chinese Vice President Li Yuanchao met with Thanh and his 16-member high-ranking Vietnamese military delegation, which included six lieutenant generals and six major generals.
Also on Friday, Defense Minister Chang Wanquan held talks with Thanh. Both sides decided to gradually resume military ties and curb the maritime dispute.

2 of these ships (will be designated as corvettes for Vietnam People's Navy) will be sold, with a cruise missile of

Good for Vietnam. Vietnam is playing its game quite well so far.
However, it will be hard for India to fulfil Vietnams defence needs, since India isnt really a weapon exporting country, the only credible weapons it can sell to vietnam are based on Russian designs/J.V(like Brahmos), so they will require Russia's persmission for this deal to go through, and judging by Russia-China 'rapproachment' after our sanctions against Moscow, i dont know if moscow will agree to such a critical/dangerous weapon being exported(well at least for now).

What India needs to do, is to invest more in its own military R&D and weapons designs/production independently without any foreign control/venture, This way in the long run, India will be able to not only meets its own defence needs indegeniously but also export them to friendly countries just like the U.S, Russia, France, U.K and China are doing today. Without this, India will never really be considered a great power in its own right, since it will still need foreign powers consent to export critical weapons systems to friendly countries. This will limit its influence/reach. So India should prioritize investment in its local defence industry to achieve this in coming decade or two.

As for Vietnam its doing quite well at the moment, balancing its relation with China/Russia and the west/U.S . This is indeed a smart move, so Vietnam can gain from all sides acording to its interests. But i think in coming decade or two from now, Vietnam will have to make a hard choice between siding more with us in the west/U.S or Russia/China, since the coming decades will be even more troublesome geo politically as China/Russia grow stronger/more confident. Will be interesting to watch how things pan out.

But so far, Kudos to Vietnam, they are indeed playing a good game for now.

well, we commissioned Type 52D, about 10 type 56, a few more type 54A, finalize on 54B and 55, adding J-16, a dozen J-10B, and some other things, and it's been a pretty disappointing year, no cool additions like the 055, or Z-20, or Z-10, or J-20, or anything of that nature, so, lame.
