India aid programme 'beset by corruption' - World Bank

Less than half the hand-outs reach the needy in some Indian aid programmes


Attempts by the Indian government to combat poverty are not working, according to the World Bank.

The governing coalition spends billions of dollars - more than 2% of its gross domestic product - on helping the poor.

But a new World Bank report says aid programmes are beset by corruption, bad administration and under-payments.

As an example, the report cites grain: only 40% of grain handed out for the poor reaches its intended target.

India's coalition government is spending massively on programmes to reduce poverty.

This was the first time India's major schemes had been evaluated.

The World Bank says the public distribution programme, which soaks up almost half the money, has brought limited benefits.

It gives subsidised food and other goods to the poor.

The report says one landmark scheme, launched more than five years ago, aims to guarantee government work for the rural unemployed.

But the World Bank found that it was failing to have an impact in the poorest states because of under-payments and bad administration.

All this is embarrassing for the Congress party, which leads the coalition government.

It promised to reduce the gap between the small percentage of wealthy Indians and very large percentage of poor ones, who feel excluded from the economic boom.

This report suggests that however good intentions may be, the delivery still needs a lot of work.

Although India is seeing rapid growth, more than 40% of its population still lives below the poverty line.
 
Yeah, it is not surprising at all. It's just saddening to see the poor suffer at the hand of the greed.

Problem right now is not that there are corrupt officials (that's not going to go away in one day) but that there are too many corrupt officials involved and at every logistical stage some part of the aid gets skimmed.
 
You guys need a new model for government aid. Passes through too many hands.

The govt. is working on a bill that will, as it states for now, bring into being a new and powerful anti-corruption agency armed with tools to initiate prosecution and punish the guilty.

It shall be there before 15th Aug., the Indian independence day.

This will be a game changer as far as corruption in India is concerned.

Here's hoping. Because India is perfectly able to solve its problems with malnutrition if the political will is there.

Not only corruption, most of India's problems stem from political inaction.

Does that not explain why people often say, "China is growing BECAUSE of its govt. India is growing DESPITE its govt."?

Thats exactly what the program to map the biometric information for every Indian is aimed at.....
The fact that most poor Indians have no documentation to get access to aid or lets say lack of check and balances to these folks receiving aid is what this program will correct..

However its a mammoth task and will take at least till the middle to end of this decade to complete....It may not completely cut the corruption as people always find loopholes...but at least this will bring in accountability...

What I find pathetic is that India has all the resources to alleviate poverty....what it lacks is good governance and rule of law...

Pretty much. India can get away with a wishy-washy government still have 7-8% growth for now, but when it hits late stage development, it will need better planning, better organization and more foresight.

If only there is some free market mechanism/natural mechanism by which the Indian government can approach poverty. Maybe the government should subsidize small farmers and increase their access to farming aids instead of handing out grain produced by big companies at a huge profit.

This would cut out the bureaucracy almost entirely out of the picture by just moving the profits from huge commercial farms to small farmer. After all it is much easier to prove that you are a small farmer than that you didn't have dinner last night.

I mean really India has farmland that most Chinese farmers would kill for and Chinese small farmers have flourished under a no-tax and farm equipment aid scheme.
