Prime Minister Sheikh Hasina Monday expressed the hope that the army would remain strongly committed to the efforts for strengthening the country's democracy further, report agencies.
"A well-disciplined and strong army could play a supplementary role in establishing democracy in a country," she said while inaugurating the army selection board meeting held at the conference room of the Army Headquarters in Dhaka Cantonment.
The Prime Minister said, "We have to choose leadership from among the well-educated, intelligent, physically fit, conscious and determined officers for consolidating democracy."
The six-day selection board meeting has been organised to take decision for giving promotion of the army officers from colonel to brigadier general and lieutenant colonel to colonel.
Speaking on the occasion, the Prime Minister advised the authorities concerned to take into consideration the professional efficiency, leadership quality, discipline, sincerity, honesty, dedication, loyalty and belief in the spirit of the country's War of Liberation while giving promotion to army officials.
"I hope that you the senior army officials gathered here would be able to choose leadership by using your intelligence, foresight, judgement, honesty and rising above personal liking and disliking. I have total confidence in you," she told the selection board.
She said professional efficiency, merit and seniority have to be strictly followed during recruitment and promotion in the defence forces. "You have to keep in mind while recommending officers for promotion through the selection board that Bangladesh Army will be run by them in future," she added.
Mentioning her family's relations with the army, the Prime Minister said her brother martyred Captain Sheikh Kamal joined the Bangladesh's War of Liberation as a member of regular force and another brother martyred Second Lt. Sheikh Jamal had got commissioned in Bangladesh Army after completion of training period at Royal Military Academy at Sandhurst.
She said her youngest brother Sheikh Russel wanted to be an army officer.
The Prime Minister listed various programmes undertaken by her government for the development of Bangladesh Armed Forces including imparting modern training to the officers of the armed forces.
She said the Awami League government from 1996 to 2001 had established a number of units, brigades and institutions for imparting training. It had set up National Defence College, Military Academy and Military Institute of Science and Technology, Armed Forces Medical College and Bangladesh Institute of Peace Support Operation and Training (BIPSOT).
The Prime Minister said her government has undertaken steps to formulate the draft of national defence policy and set Armed Forces Goal 2030. She also mentioned procurement of various modern equipment for Bangladesh Armed Forces.
She said measures have been taken to build multi-storied buildings for armed forces' members and AHS project for army officers is being implemented. Gradually, such project would be implemented for GCO and other ranking officers.
She said her government has always felt the necessity for building the country's Armed Forces as modern one with coordinated training, research and adequate administrative equipment.
Hasina noted with satisfaction to know that army authorities have planned to spend 21.78 percent of the budgetary allocation for capacity enhancement.
She said during the last alliance government the budgetary allocation for army was Tk 30.94 billion (3,094 crore) in 2006-2007 fiscal. In 2010-11 fiscal, Army was allocated Tk 55.54 billion which is 79.51 percent higher than the alliance government's allocation.
For the current fiscal, the Army was allocated Tk 61 billion which is 8.05 percent more than the previous year, she added.
Praising the role of armed forces in the peace keeping missions, the Prime Minister said her government would take steps to send more teams to the UN peace missions.
Earlier on her arrival at the Army Headquarters, the Prime Minister was received by Defence Adviser to the Prime Minister Major General (retd) Tarique Ahmed Siddique, Chief of Army Staff General M. Abdul Mubeen and Principal Staff Officer of Armed Forces Division Lt. Gen. Abdul Wadud.
Among others, Principal Secretary M A Karim, Defence Secretary Khandakar Asaduzzaman, Press Secretary Abul Kalam Azad and senior army officials were present on the occasion.
