In change of heart, BJP government develops liking for National Counter Terrorism Centre

NEW DELHI: The Home Ministry may be pitching for a National Counter Terrorism Centre in disguise. A new policy is being drawn up for sharing of intelligence and action in terrorism cases as well as strengthening the role of the Multi Agency Centre (MAC) of the Intelligence Bureau. ET has learnt that a draft policy, "Publicity and sharing of intelligence in terrorism cases" is under consideration of Home Minister Rajnath Singh.

It aims at streamlining the flow of intelligence information between various agencies and also puts down a mechanism in blackand-white on who will coordinate action on such information. This was essentially also the broad framework of the NCTC, mooted by for mer Home Minister P Chidambaram but was struck down by BJP chief ministers led then by Narendra Modi on the grounds that the law would damage the federal structure of the country.

There is, however, a realisation at the Home Ministry now that a streamlined system of intelligence sharing and counter-terrorism action is required in some form, though it would not be in the name or exact shape of NCTC. "We already have MAC and state MACs which share intelligence. There is a scope to strengthen MAC... you know what I mean," a top Union Home Ministry official said on Friday.

The draft of the above-mentioned policy came close on the heels of the recent incident involving a suspicious Pakistani boat entering Indian waters and blowing up after it was chased by the Coast Guard. It was later revealed that the intelligence information on the boat was generated by National Technical Research Organisation and shared with Coast Guard but the same was not brought to the MAC platform which has representatives from all intelligence and security agencies.

Later it was claimed that Navy and Gujarat Police were given the said intelligence but only the Coast Guard acted. The IB and Home Ministry, meanwhile, said they had no association with the said operation, a stand also maintained by the RAW and lead counter-terror force, National Security Guards (NSG). "The new policy would remove many of such chinks in the present system. The IB is being consulted," an official said.

In another change of heart recently - BJP thumbed up the change of norms concerning the Nuclear Liability Law which they were solemnly opposing when the UPA was in power wasting a few more years for the Indo-US Nuclear Deal to fully operationalize. :coffee:

Man, politics at its finest! Better late than never though......
 
Anything that is set up to combat terrorist has my full support. With the BJP running it, we can be sure it will not be invoked in any witch hunt.

Every since BJP has set up govt NOT A SINGLE serious jihadi Terror has occurred. :tup: ............. and you can bet its not for the lack of trying. Especially after we snubbed pakistan, No Terrorism occurred on Indian soil.

What more proof is required that CONgress had a soft spot for jihadi terrorists ?

To be fair after 26/11 the UPA did a pretty decent job, I believe there was a 14 month period with no terrorist attacks. It might be too early to comment on the BJP's success, if India is still terror free in 2016 and 2017 then they deserve a hell of a lot of praise for sure.

I just hope on all levels the GoI is closing the gaps and going after these scum aggressively, appointing Doval as NSA is a very positive step in this regard.

I haven't seen any major change in policies by new govt..... Old wine and Old bottle with a new sticker......... sticker contains a photo of Modi............

Which is, to an extent, a good thing- continuation of policies and stability is what investors and such like to see. If India was acting like some African banana republic where the new govt came in an carried out purges and undermined everything the previous govt had done then one should be worried.

You mean conducting a witch hunt for the police officers who gunned down Ishrat Jahan and her husband with 2 other Pakistani Men ? :cheesy: ..... or support pakistan by cooking up "hindu terror" propaganda ?

Sorry, I think the UPA did everything in their power to spread terrorism in India and demoralize the police force.

Consider the number of terrorists and Syp's caught after Modi came into power. Just start counting and tell me how many you found. That is when you get Fair.

Why do you think Dawood Ibrahim had a free run when the UPA was in power but went into hiding the moment Modi came to power ??

You think it wont be opposed by congress and other parties..All these parties are interested in politics only..
Something I was going to include in my post but didn't. Of course this will be opposed vehemently by the opposition but the GoI has a considerable mandate, a growing presence in the upper house and a determined central leadership. The Congress couldn't get this through but I think the present GoI has better chances.
