I was Pakistan ISI that tracked and gave the phone number of OBL's messenger. OBL knew phone calls were trackable so he used to communicate via individual persons. ISI tracked one of the messengers and gave his phone number to CIA, who then tracked the messenger's movements through his phone and loacrted OBL's residence and confirmed it by using Blood sample by sending Dr. Shakeel Afridi as a doctor for administering vaccine to kids.

So yes, it was PAK ISI that got the first critical breakthrough that helped CIA in tracking him down. Paksitan didn't know the exact location of OBL.
