Taliban had a government, the first one which was accepted by the US, and they asked for proof of OBL involvement in 9/11, and the presence of Alqaeda.
BTW there is a very strong concept in Afghanistan and Tribal areas that the will defend to death anyone who seeks sanctuary amongst them, then it became a question of pride and abiding by the word given to the person seeking safe sanctuary. The will jeolously guard their visitor or Mehman, to death.
It's a tribal tradition which US again didn't knew, just as she missed on Aghanistan called 'the graveyards of the empires'.
This is what US thought of Talibans, the first govt., so a complete shift in policy out of arrogance/vested interest was not that sagacious.
Certainly not the tiny Pak Air Force one....
