Nope correct approach. Who has helped bright brains before in Pakistan? I have seen PMLN and PPP give billion to sugar Mill Mafia for the first time the support is coming for the ones who actually deserve it.

Purpose appear to be that those people, who have some technical business idea, but don't have the financial resources, should be provided the opportunity to make earnings. May also lead to some job creation in private sector. Loan would of course be recovered.
