Yes they can get anybody from any country barring maybe China,Russia,NK,Venezuela and Iran and Chile (one of the most pro-US latin american countries) is not a big deal.

Precisely. Its way out of their jurisdiction, India gets the first go at that guy's extradition. Were there any US citizens on board? If not, then technically US has no jurisdiction.

True - legally it is India that should have a first go at him. But then if Uncle Sam wants something, he gets it.

So lets hope he doesn't muddy the waters.

In August, Ibrahim Attar (or chief), the second brother of Maulana Masood Azhar, informed Abdul Latif about the plan and the forged passports and travel documents for the five hijackers were arranged.

Dilip Bhujel had already delivered the guns and grenades via the Kalingpong route. A crucial meeting between the gang took place in the Kathmandu Zoo on December 13, where Latif was told he would not be on the hijacked plane but should remain as the gang's point-man in Mumbai.

Thereafter, the hijackers moved to their base in Kathmandu but kept in touch with Abdul Latif, who, in turn, relayed the messages to Abdul Rauf in Karachi. On the fateful day too, the hijackers kept informing him when they cleared security for boarding IC-814 or when they were in the waiting lounge.

It was the telephone call made by Abdul Rauf to Abdul Latif, asking him to call up the BBC offices in London and give details of the hijacking, which were intercepted and the arrests were made.

Ok. But doesnt the whole thing boil down to jurisdiction? For eg, a terrorist wanted for crimes committed in Pakistan is cornered on a interpol notice issued first by India - probably only to interrogate. So India will get its hands on him, superseding Pakistan's jurisdiction, given that India and Pakistan have no extradition treaty?

There are two things here involving this abdul.

Pakistani citizen as he is, according to Geneva conv, he be repartriated to Pakistan. But, the Interpol has different rules, and as per them, whichever country alerts it first will have right to get the culprite - provided there is suffecient evidence provided.
So there would be a tussle between India and Pakistan on this, but ultimately its up to Chile, who have notified India first and NOT Pakistan.
 
If Pakistan asks for his extradition to Pakistan, then Pakistan would be seen as a complicit state - however, if Abdul Rauf says that he himself wants to go to Islamabad, then things change.

However, Chile will have to decide on this.
