I dont think Tata will get export license as long as Airbus Defense still want to produce this plane, but giving export lisence to India for South Asian market could happen despite it will be a very small market since you will not be able to sell it to Pakistan. Bangladesh is the only hope for around 10 planes only for the next one decade as long as Hasina still in power considering their military acquisition tendency.It would be infesting to know that TATA can continues indefinitely producing this plane and possible others for the international marketplace after fulfilling the Indian requirement.
This would turn TATA into a full fledged aircraft manufacturer and would that not be something .

This is the most difficult one, on how to sustain the business after Indian gov C295 order. The very likely possible way to sustain the bussiness is to be part of AMCA program or Indian future transport plane that currently is still under development (SARAS MK2)
So HAL can focus on fighter planes, while TATA for transport plane.
