Obama has promised to help India get admission into four technology control regimes- the Nuclear Suppliers Group (NSG), Missile Technology Control Regime (MTCR), Wassenaar Arrangement and Australia Group

Three of them were set up to deny technology to India.

NSG
May 1974: India conducts nuclear test.
Sept 1974 : Zangger Trigger List formed by Nuclear Powers.
1975: Countries with Nuclear Materials and technology form London Club to deny them to non-NPT countries. London Group later becomes NSG.

MTCR
March 1987: India launches ASLV
April 1987: MTCR launched to keep missile tech among G7 countries.

WA
1990s: USSR collapses; India scouts world market for electronics, sensors and avionics for missile and fighter plane programmes.
1996: Wassenaar Arrangement (full name: "The Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies") established

true indeed.....our leaders had a vision...and now we are getting there slowly....things which were against us then, are now coming in line. I'm lovin it.

So you mean that the world had tried to block aspirations of other countries to get such tech/weapons/nukes BUT not before India acquired these ?
