How do you think Russia and Japan should solve Kuril islands problem?

USSR took back the southern half of Sakhalin island and all of Kuril islands in 1945 from Japan by military invasion. USSR said they could give the 4 southernmost Kuril islands to Japan in exchange for peace treaty. This was never done. USSR died in 1991 and won't ever come back. Russia is not USSR. Whatever USSR said is irrelevant. I would suggest Russia give the small uninhabited Habomai islands to Japan and Japan give up claim to the 3 inhabited islands namely Shikotan, Iturup, Kunashir, each of which have thousands of inhabitants. When Russia and China solved territorial dispute in 2008, Russia only gave uninhabited islands in the Amur to China.

I not think japan has actually fear of foreign forces presence on its territory as u.s already has bases in japan,it is only due to u.s pressure japan is raising this issue with russia

You are wrong from teeth to toes. Countries has obligations to obey agreements of their past, as the Russia is successor of USSR, all of the agreements inked with the USSR are as bindind as they inked with Russia. This is like ABC of diplomacy, fundamental rule.

Republic of Turkey paid for years Ottoman era's debts. USA made nuclear deals with the USSR at cold-war era which are still valid... Today's Germany still binding to 3rd reich era agreements. Examples can be extended...

Russia is not successor of USSR. Russia is successor of Russian empire. Because same flag.

My reason, lol? I don't make assumptions here. Go read about it for fvck sake.
Russia is also a “continuator” of the USSR in all international treaties and organizations, held all soviet debt, etc.

The Russian Federation is the legal successor of the USSR in that they inherited the Soviet Unions position in the UN Security Council and thereby all previous international agreements made by the SU. Sure Russia can choose to adopt a different approach now but it does not take away the fact that the Russian Federation had to abide by treaties and agreements made by their Soviet predecessor.

As for the Kurils, the Soviet Union did actually offer to return some of the islands at one point i believe, but the US refused to allow Japan to continue the talks by threatening to not return the island of Okinawa to Japan. (I will have to find a source on this).

Ultimately the islands form an ideal way for Putin to expose flaws in the US Japanese alliance. With nationalists gaining ground in Japan, Russia knows public pressure on Japanese politicians to reach a deal with Russia will increase. Any deal with Russia will however at the same time ensure extreme discomfort and displeasure from Washington.
