HC rules over illegal foreign workers in Bangladesh

Industry insiders say the country has around 500,000 foreigners working under different ministries, projects and private companies

The High Court has issued a rule that asking the authorities concerned why their inaction to stop illegal foreign workers from working and running business from Bangladesh should not be declared illegal.

The bench of Justice M Enayetur Rahim and Justice Md Mostafizur Rahman on Tuesday issued the rule after hearing a writ petition filed on December 12 by Supreme Court lawyer Md Monjur Nahid.

It also ordered the Bangladesh Investment Development Authority (Bida), NGO Affairs Bureau and Bangladesh Export Processing Zone to submit separate reports, in 60 days, about how many foreigners are working in Bangladesh without valid permit and others details.

The petition was filed based on a report, headlined “Huge tax lost for illegal foreign employees: Bida,” published by English newspaper Daily Star on October 10.

The report had quoted Bida data that said government is losing millions of dollars a year in taxes from the foreigners who are working without permit in Bangladesh.

Industry insiders say the country has around 500,000 foreigners working under different ministries, projects and private companies. But, the report said, only 100,000 of them are registered with Bida.

Every year, according to government agencies, all these foreigners send back over $5 billion to their countries, said the report.

Good, time to tighten the screw and make all these workers pay taxes.
Also a programme needs to be put in place to eventually replace most of them with domestic workers.

Plus initiative must be taken to stop smuggling of Indian goods as it is costing billions. Now there are even carriers on Indian side and they charge 65 taka per kg to bring it to Bangladesh and deliver it to the buyer. They charge money for the products only after that. In this way Bangladesh not only losing vat and taxes but also destroying local industries. Bangladesh government should also look the import duties, how that can be improved to make the affected industries competitive against cheap Indian products.

BD is swarming with illegal Indians - both skilled and unskilled.

Those that want to make their homes in BD should be given the chance to get registered and then go through the process of eventually gaining citizenship.

No BD people do not want to do that.
Nearly all Indians are hardworking and obey the law.

They need to be registered and be given the chance to gain citizenship if that is what they want.

No idea on the exact numbers but BD government(AL) estimated 500,000 back in 2009.

yes we don't encourage illegal border crossing .


Nor do I but some of these people have spent years in BD, worked hard and made their homes in BD.
They have contributed to the development of BD and so should have the right to be BD citizens if that is what they want.

It is easy for us to say but the unskilled illegal Indians have nothing to go back to in India.

They work hard and obey the law. These people have and will contribute positively to the development of BD.

Unlike some Biharis, who refuse to work, live off taxpayers and supported Pakistan during 1971, they do not ask for any handouts or cause any problems. BD should allow all of them to get citizenship if that is what they want.

Each country has its own policy for our own interest.So we will act differently than others
