Green signal: CRPF’s own intelligence network for Maoist heartland

Finally, the Government has accorded formal sanction for the creation of the CRPF Integrated Intelligence Wing. Among others, it will include an intelligence school that will train the officers and men of paramilitary force in collecting intelligence in the Naxal-affected areas. The proposal was hanging fire for the last few years owing to varied reasons.

The Union Home Ministry has approved creation of 468 posts for the intelligence school to be created at the CRPF Group Centre at Kadarpur in Gurgaon. The school will be headed by a principal, who will be a Commandant-rank officer.

The faculty will comprise CRPF officers, who have been trained with Intelligence Bureau, Research and Analysis Wing and Military Intelligence. Complete “Training of Trainers Course” and guest faculties will be drawn from the Central intelligence school.

The school will offer five courses, including Basic Intelligence Course for officers and subordinate officers, Intelligence Orientation course for DIGs/Commandants, Interrogation course for officers and subordinate officers, workshop on intelligence for sector intelligence officers and a refresher course.

The intelligence set up will include an intelligence cell at each field unit level, range and sector level with the apex body at the CRPF headquarter.

“The Intelligence school is first of its kind in CRPF and will train the personnel in collecting, collating and assimilating intelligence and converting the same into actionable intelligence,” an official said, adding the same will go a long way in countering Naxals.”

Till now, the CRPF had to depend on the local police forces of the Naxal-affected States for intelligence on the ultras and was considered as a key reason for the setbacks suffered by the paramilitary and consequent domination by the insurgents.

The Naxal wing will be headquartered at the CRPF Directorate here at the CGO Complex and will be supplemented by Sector and Cobra Headquarters in the operational areas. The wing will initially be headed by a Commandant-rank official and the Sector and Cobra headquarters will be headed by deputy commandant-rank official.

The CRPF had earlier created an intelligence unit out of its own resources by deputing officials and staffers on ad-hoc basis.

The intelligence wing will create a database of the Naxal masterminds in different States and the paramilitary force will target the top rung of the banned Communist Party of India (Maoist).

CRPF insiders said the sanctioned strength of the intelligence wing is sufficient for the time being and the numbers may be raised if there is a need.

As many as nine posts of commandant, 28 posts of Deputy Commandants, 57 posts each of inspectors and sub inspectors, 140 head constables, 132 constables and other administrative staff will be created for the Intelligence wing.

it will take some time to make them perfect... but after some time it`ll be a big punch in the power of CRPF...
 
Was badly needed and has been asked for some time now. Many analysts have constantly cited this to be a main reason behind operational difficulties of CRPF in op Green hunt whilst other CAPFs like BSF have has better luck elsewhere because they do have their own intelligence wing.

Intelligence is the backbone of any security agency involved in operation.Without this success rate of any security agency is destined to be low.
Either different intel gathering agencies of India should cooperate by providing with required input or that agency should have her own dedicated wing for gathering intel.
True, CRPF was blindfold till now !!This was due from very long for very big and important organisation like CRPF having approx 2,50,000 personnel.
 
This would increase the autonomy of CRPF and reduce burden for other intelligence units whose working in coordination of CRPF. Thus resulting in more Maoists getting hunted down in the coming days...

good for CRPF but Noone beats IB in intelligence gathering... If the government gives a green signal, over 90% of these miscreants will be behind Bars within 48 hours...

Do you suggest that this is the central government's procedure to actively train CRPF .I don't agree. Don't you remember Dantewara ?
State governments are not cooperating.
Be it security related input or deep rooted problem of the mismanagement of funds released by centre for rural development by corrupt State government.
 
Intelligence is good but what CRPF needs urgently is some deep penetration units (DPU) that will hunt Maoists on their own turf. Srilankan Army frequently eliminated top commanders of LTTE using their deep penetration units..sometimes its a sniper, other time its a claymore mine.

I remember sometime ago seeing pictures of a Maoist meeting conducted deep inside Jungle. Almost all of the top bigwigs of Maoists were on the stage ...One undercover DPU 'painting the target' and a LGB dropped from an IAF plane/ drone and Maoists would have been history by now.
 
the maoists should surrender now . Dont they see the writing on the wall ? They hardly have nay support and the Indian state is too strong for them to even challenge forget about defeating . Now after their leader Kishenjis death they should have just given up.

Why should they when they have a steady stream on money through extortion? and they are high on power through the barrel of gun theory.

Maoists will eventually become another FARC...powerful in some parts of the country especially inside the jungles but powerless outside their hideouts.

This to an extent is what COBRA is intended to do- they are heavily armed armed units operating deep in enemy territory to identify and eliminate the Naxals as well as taking out the top leadership, it was a COBRA hit team that took out Krishenji and now COBRA is sending out two man sniper teams to conduct survellience and take out specific targets.


+ wrt to IAF/LGB, India is not SL or Pakistan, it won't use air power against its own citizens. The IAF/GoI has already said this explicitly. The IAF will only operate in a utility/MEDEVAC role.
 
Good move...though its a bit surprising and depressing it has taken the Govt so long to figure this out especially when the RR record is there for all to see.

The tremendous success of RR in Kashmir is largely due to the fact they maintain their own intelligence network among the locals and also undercover among the militant groups.

Sometimes desperate times call for desperate measures and what is this 'our citizens' BS..Maoists are terrorists , clear and simple and they should be eliminated at any costs,,and when it come to costs an LGB will cost much less than what it will cost the nation much less than mounting a whole scale military operation. Also its not necessary that we use IAF jets, attack helicopters fitted with anti-tank missiles can also do the job.
