Greece has a huge public debt.
Every time it reaches a position that it will have to default on its debt it blames the rich euro nations for its condtion and threatens to break away from EU.
And Germany always have to come to save its a**.
If they leave EU , it'll have a rippling effect and global economy will crash , so Germany keeps it on board.
This is pure blackmailing.

Because they are leaving out of their means.
No one wants austerity measures. Suppose you take a bus ride home.
The frequency of bus is 1 bus per 10 minutes. The crowd is normal. If they reduce that to 1 bus per hour. Would you like it ?

Simply, They took more money than they can pay for forever. Also they falsify their economy report for years to enter EU and to hide their inability to pay even the interest.. At the same time the goverment waste the loan money for populist reason (hire almost everyone, give high wage,etc) so they can keep getting elected.

Previously for the EU to help them, the Greece need to fire useless official worker, reduce pension and wage, raise tax, etc. Last month ,the new government get elected by promising that they will reduce debt by half (blackmailing German again), to hire everyone back, and return their pension and wage to previous level.
