کراچی: حکومت نے ملک میں پہلی بار ملکی وغیر ملکی سرمایہ کاروں کو طیارہ سازی کی صنعت کے قیام کیلیے پیشکش کردی جب کہ طیارہ سازی صنعت کے قیام کیلیے ٹیکسوں پر مکمل چھوٹ دینے کا بھی فیصلہ کیا ہے۔

ایئروناٹیکل کامرہ میں صرف جنگی طیارے تیارکیے جاتے ہیں لیکن حکومت نے پہلی بار تجارتی بنیادوں پرمسافروں کو لانے اورلے جانے والے طیاروں کی تیاری کیلیے باقاعدہ صنعت ( فیکٹریاں) قائم کرنے کی پیش کش کی ہے۔

ملک میں طیاروں کی صنعت کے قیام کا مقصد ملکی اور غیر ملکی سرکاروںکو پاکستان میں سرماکایہ کاری کی ترغیب دینا ہے اس سے پہلے کسی بھی حکومت نے ملک میں تجارتی بنیادوں چلائے جانے والے طیاروں کی تیاری کی صنعت میں دلچسپی نہیں لی۔
معلوم ہوا ہے کہ حکومت نے طیارہ سازی کی صنعت کو ملک میں فروع دینے اور اس میں براہ راست غیر ملکی سرمایہ کاری لانے کے لیے بنیادی ضابطے اورلائحہ عمل بھی مرتب کرلیا ہے جس کے مطابق وفاقی حکومت طیارہ سازی کے عالمی اداروں کوملک میں طیارہ سازی شروع کرنے والے دلچسپی لینے والی کمپنیوں کی رہنمائی کرنے کی درخواست بھی کرے گی۔

اس حوالے سے حکومتی سطح پر طیارے سازی کی فیکٹری کھولنے والوں کے لیے ہر قسم کی شرائط آسان ترین کرنے کا بھی فیصلہ کرلیا ہے۔ یہ بھی طے کیا گیا ہے کہ طیارہ سازی کی فیکٹری کے لائسنسوں کی میعاد 10 سال کی ہوگی تاہم اسے ہر دو سال بعد اپنا آڈٹ کرانا ہوگا۔

حکومت نے غیر ملکی سرمایہ کاروں کو ملک میں طیارہ سازی کی فیکٹری قائم کرنے میں خصوصی مراعات دینے کا بھی فیصلہ کیا ہے جس میں طیارہ بنانا، اس کے لیے خام مال خریدنا اور طیارے کی فروخت سمیت تمام سرگرمیاں شامل ہیں جن پر مالی اور ٹیکس کی مد میں زیادہ سے زیاد چھوٹ دی جائے گی۔ طیارہ سازی کی نئی فیکٹری شروع کرنے پر ٹیکسوں پر مکمل چھوٹ دی جائے جبکہ خام مال کی درآمد پرکسٹم ڈیوٹی میں بھی رعایت دی جائے گی۔

پاکستان میں طیارہ سازی کی صنعت کے لیے ابتدا میں حکومت نے اپنی سرپرستی کی پیش کش کردی ہے تاکہ زیادہ سے زیادہ ٹیکسوں اور فیسوںکی مد میں رعایت کے ذریعے سرمایہ کاروںکو اس صنعت کی جانب راغب کیا جاسکے۔

واضح رہے کہ پاکستان میں طیارہ سازی کا سب سے بڑا ادارہ ایرو ناٹیکل کمپلیکس کامرہ ہے جہاں جنگی طیارہ سازی کا حجم زیادہ ہے جبکہ ملکی سطح پر تجارتی طیارہ سازی کا حجم نہ ہونے کے برابر ہے جس کی وجہ سے نئی ائیرلائنز کو طیاروں کی مہنگے داموں درآمدکرنی پڑتی ہے جس کی وجہ سے انھیں اپنا کاروبار شروع کرنے کی لاگت میں کافی بوجھ برداشت کرنا پڑتاہے

Seems to be just a speculation, IMO the infrastructure is only with PAF.
For civil aircraft manufacturers it will be difficult to find skilled workforce for the industry.
The investment is to begin with educational institutions to support such industry and Pakistan still lags behind in this field. If we start now, it will take us at least a decade to feed such industry with sufficient skilled workforce.

Good effort. Shameful that those whose own children were educated at oxford/harvard and Allah knows where else and ruled this country for last 40 years never thought that we should train our nation's children for such jobs.

No they were busy making roads and bridges....could have at least opened a bus factory so all metro buses would be made in Pakistan!

if govt takes control it will be called dictator/ autocrat/ control freak/ not democratic and whatever BS anyone can label us...

And until how long will govt be doing everything? People need to take responsibilities too...If you dont allow them every now and then, they will forget the meaning of doing work, following rules, avoiding violations!

First I have yet to see how much we trained work force in Jf17 program, or we didn't prepare skill force? . If we still facing shortage then we should throw our jf17 Management in jail for wasting time.

O sorry...my response was to space exploring...

As for plane...yea we need better partners who will invest and train...PAF could invest in public sector, after all most of our public sector is unreliable and much work is done by armed forces

manufacturing jf17 is very different from commercial plane manufacturing.if we are able to manufacture heavy lift aircraft like c130 domestically it may help in manufacturing of commercial plane with in country,the problem is that we should not waste time on thinking about tasks which we cannot accomplish as they will waste time of govt and at the end govt will be unable to accomplish any project,we should first sort out things which w can easily complete and complete them in time as our economy is too weak to waste time in initiating risky projects ,they can be initiated later once our economy become strong

Those individuals are part of Air Force. If they weren’t trained properly, would we be able to manufacture JF-17? PAF has enough engineer and technicians. PAF need to increase the production of JF -17 from 16 to 30 plane per year so we can meet PAF required and foreign orders.
Pakistan does manufacturer parts for Boeing and other aircraft...so we have skilled workers but we need to increase the technical work force if we want to create a new aircraft manufacturing plant.

And if they didn't make those roads and bridges (which are still far behind India/Iran and other regional neighbors)...would you want those buses to drive on dirt paths?
