I want to return your example to yourself, why India is producing 4,840 MW power with nuclear when it could easily choose to not to do that, instead all electricity could have obtained by using cheaper coal option thus saving many billions?

LOL you seriously asking that? How much nuclear research has been done in India even 30, 40, 50 years ago with the long term 3 step nuclear program (to use domestic thorium reserves) in mind? Not to mention the tie up with weapons program (plutonium production).

Whereas Bangladesh literally has 0 underlying research done and wants to feelz-absorb a 1 + 1 reactor program (with research chain totally outside and segregated by time and space) at such significant cost?

You literally don't even want to build a 100 MW or 200 MW test reactor first for much lesser cost (and much higher capability to absorb actual RnD long term), it shows you have no strategic goal here....thus its a complete clear waste of money.

But you might get better deals on arms deal with Russia than you would without this.....that could be a potential silver lining. But energy wise only, this is complete white elephant....and the smart decision would have been natural gas plant....and the premium money put on say Siemens etc to part with some of their steam and gas turbine fabrication supply chain for BD....like say at least the compressor section. That actually has a more comprehensive ROI for BD economy long term....not pie in the sky nuclear feelz.
