Even we're not accused of that and we're pretty much accused of everything under the sun.

If Pakistan wasn't on India's border would India even be in the top 30 of this list? The vast majority of those killed in terror incidents are killed in one state and the vast majority of those committing these acts come from Pakistan.

Uh how does one compare a country with over a billion people and a few hundred casualties, to another with a few less but with a population many times smaller.

Download their Global Terrorist Index Report 2014 from their website and check out Appendix C for the methodology of calculating the Index; apparently its weighed on the basis of some criteria and fatalities is one criterion. Then they've weighed it as a 5 year average and later taken their logs to, apparently, spread out the score.

I believe one must understand the difference between a perpetrator of terrorism vs. a victim of terrorism. I don't think the narrative is that India sponsors the various terrorists groups that attack India. The listing is really about countries that are facing mosts deaths due to terrorism.

Oh please. India is the biggest source of insurgency in all neighboring countries.

Vast majority of those killed are by Maoist. And irrespective of who sponsors whom, it is failure of govt to prevent such incidences.
