In 2019, our minister of science is a lawyer...
allah ki daan ha... our politicians can do everything, we have minister of education " metric pass " for ages, OGDC chairman metric pass.........we have hundreds of example, we meet hundreds well groomed and educated Pakistani, when you ask , why not serving in Pakistan , they always reply " wahan sharef admi ka koi kam nahi " .
 
I feel this report might not be entirely be balanced, just casting little bit of doubt because of three reasons:

1. Since when does UAE contribute to innovation and technology? What have they produced ever? The whole country is imported from Western and Asian engineering.

2. Turkey rank in higher education seems lower than expected considering the fact it is an international destination for studies.

3. How does India bode relatively okay in higher education but is way down the list in education before higher education?

I feel this report might not be entirely be balanced, just casting little bit of doubt because of three reasons:

1. Since when does UAE contribute to innovation and technology? What have they produced ever? The whole country is imported from Western and Asian engineering.

The report does not differentiate between the races of persons in the UAE. It also does not matter what nationality the person has. As long as, for example, they did their research in the UAE, then this will count as research done in the UAE.

So, like you said, there are many Westerners and Asians working there, which increases the ranking of the UAE.
If they would only assess the UAE citizens, the ranking of the UAE would probably be lower than it is now.

2. Turkey rank in higher education seems lower than expected considering the fact it is an international destination for studies.

Just because a country is an international destination for students, does not mean it should score high on higher education. It could also be that these students want to study in Turkey simply because it is cheaper than studying in other countries.

3. How does India bode relatively okay in higher education but is way down the list in education before higher education?

It could be that India invest more (proportionally) in and applies higher standards to higher education than they do to primary and secondary education. It might have to do with corruption in lower levels of government who are responsible for primary and secondary educational institutions. Maybe the higher (tertiary) educational institutions are also more protected, inspected and controlled by the Federal government of India.
