Maybe you can go on twitter and read the response from the KPK government to the exact tweet which explains the difference in cost? Or are you only interested in presenting innuendo and agenda?

kpk govt. is most idiotic bunch of people.
There response is pack of lies. Just go out in kpk villages and see if those roads are built as kpk govt. explained!
Since public is idiotic, and kpk officials can say anything to save their a$$.
My reply to KPK's arguments is that this road made by villagers is going to last 5 times more than those made by KPK govt. and it serves the purpose for villagers.
So now kpk should put their act together, go out and build roads at same cost, with same specs. for villagers.

Do you have any evidence or should we just take your word for it?

Road built by villagers is not for high speed traffic, i would not drive there more than 60, which is enough for villagers.
This road does not need any drain, as all water will settle in the bed or flow away in to the fields.
it's built by cement blocks, which will not get damage with rain, and will keep it's form, no pot holes would be formed.
I haven't claimed anything else.
However, theirs even cheaper way of building roads. but than again KPK officials not like it, but again that kind of road is good for village to main road communication.
