The proper procedure if Hamas wants to protect civilians is to designate areas where they do not keep any weapons or troops nor military installations including tunnels, I do not see them doing any of that.

It is the ”Open City” concept.

The IDF headquarters are located inside a shopping centre. Does anyone actually believe that, in response to an attack on it, they would concede Israeli civilians who died were human shields and legitimate collateral?
