Futuristic infantry combat vehicle set to roll

July 15, DHNS:

The Ministry of Defence (MoD), which had called for the request of proposal (RFP) for the Rs 1,00,000-crore futuristic infantry combat vehicle (FICV) project earlier this year, is likely to shortlist two of the contending firms by July-end.

About 10 private firms, including the Tata’s, Larsen and Toubro (L&T) and the Mahindra & Mahindra-BAE Systems joint venture –– Defence Land Systems India (DLSI) –– are among the firms waiting to be shortlisted for a project that will see the Army procure at least 2,500 such vehicles.

The Centre, MoD sources said, is keen on firms with foreign collaborations/tie-ups and that they will have an edge over the others as the project will require high precision.

The MoD had completed the field and facility visits of companies it had shortlisted in February. Sources claimed it had asked for assurance of overseas transfer of technology (ToT).

Also, the Centre is particular that the execution of the project lie in the hands of a domestic firm, although the need for foreign collaboration is almost a ‘mandate’.

US defence major General Dynamics is also said to be in the fray looking for possible tie-ups with Indian firms to bag the deal. The US firms competing for the other major defence contracts in India – the $10 billion medium multi-role combat aircraft (MMRCA) for the Indian Air Force – lost to their European competition.

The project will set a new precedence in the Indian defence procurement system. It has not only encouraged pure private participation for what defence sources term a “sensitive” project but it will also do away with the system of granting the deal on the basis of the lowest bid, a strong feature in Indian projects.

While the Centre is evidently keen on private participation and execution of the project, it is also seeking participation from a foreign firm, or a technology transfer from them to assure high quality product.

wait..... so will the FICV be manufactured by the bolded private firms above through TOT from a foreign vendor, or will DRDO design and develop the FICV and the firms mentioned above manufacture them?

or will each of the said firms above be responsible for design development and production of the FICV??????????

DRDO itself is participating as a team with OFB. FICV will be build in India by Indian firms but MOD is thinking that with companies like BAE in partnership with Indian private firms, we might get some critical tech which our companies can't build and they are trying to make sure that our companies get transfer of tech in that cases otherwise BAE will sell its CV90 under other name.

But i doubt we will face any problem. Considering the size of this project i think we will get some new and one the best products from these foreign firms. I also think that we should make some countries partner in this project, i mean not like fgfa but like what US did with f35. We don't need any tech from other country but this will ensure further sales and will be good for our country and not to mention the production rate will be high. We can rope in countries like Vietnam, Singapore, Thailand etc. Hell we can also sell it to Russians (if they don't have any plans after BMP3).

so it will a entirely indigenous project with some foreign consultation? thats good BAE or ST Kinetics or even General Dynamics will be a good choice

i thought the FICV would be a enhanced and more capable version of the Abhay made by DRDO

There won't be consultations. Normally in such kind of competitions, the finalist will be selected based on the current structure of the company, their infrastructure, technical know-how to complete such a project and economic condition to carry out such a huge project in case government funding is delayed. So most probably it will be a company which already has a tie up with a defence major like Mahindra or ALL because if they can't complete such a project on their own (lack of experience) their partnership will definitely ensure the completion of such projects.

According to me the two finalist most likely to be : ALL and Mahindra.
 
Keeping DRDO away from this or everything else! That shitty company.... Private sectors should be given more and opportunity to develop stuff.. India must also create environment where there is more competition and fresh blood (I am getting bored with same Tata and L&T). I smell lot of kickbacks.
