PARIS — Japan and France will soon sign an intergovernmental agreement on the joint research and development of defense equipment, to enhance technological cooperation between the two countries in the four fields of sonar, unmanned submersible vessels, robots and cyber defense, said French Defense Minister Jean-Yves Le Drian before traveling to Japan to attend a bilateral meeting of foreign and defense ministers — dubbed a two-plus-two meeting — scheduled for Friday in Tokyo.
Le Drian said during an interview with The Yomiuri Shimbun that bilateral cooperation in the four fields will be included in the agreement. He also said that Paris would like to realize joint research between the two countries by seeking participation from French and Japanese companies with military technology.
Since it is a world leader in the development of sonar for submarines and unmanned submersible vessels, France apparently wishes to make use of Japanese technology to make further progress in such fields, observers said.
The French defense minister also showed his recognition of a need for the two nations to strengthen their ability to conduct joint exercises at sea, insisting on the necessity of bilateral cooperation to counter the piracy incidents that frequently occur around West Africa’s Gulf of Guinea.
Referring to the hostage incident involving two Japanese nationals, orchestrated by the Islamic State of Iraq and the Levant (ISIL) militant group, Le Drian said Japan was a victim of terrorist attacks. The defense minister said that he would also like to enhance cooperation between Paris and Tokyo in the field of intelligence — which is most important for countering terrorism — during his visit to Japan, as France has also been combating a militant group responsible for the 2013 hostage crisis in Algeria that involved Japanese nationals.
As for a contract made by a French company to export helicopter landing systems to China, which is said to be a possible violation of the European Union’s embargo on arms exports to the country, the defense minister said that the contract does not conflict with the EU’s embargo. Though they can be used for both military and civilian purposes, the systems would be used mostly for civilian ships, according to Le Drian.
Also, Le Drian said Paris would extend postponement of the delivery of Mistral-class amphibious assault ships to Russia, which has been suspended due to deterioration of the situation in Ukraine, because conditions are not yet ready for the handover.
France is currently on high security alert after a series of terrorist attacks in the nation, with a total of 10,000 soldiers mobilized. The French minister said that France faces a prolonged terrorist threat, and that the alert level will be maintained for the time being
