I'm pretty sure greenpeace is behind that.....

The French government and its ANR national research agency are looking for technology that would be used to prevent unmanned air vehicles flying over nuclear facilities, bids for which need to be submitted by 2 February.

Bidding teams – which must consist of at least one research organisation – will offer technology that would ideally detect, geolocate, identify and possibly neutralise small UAVs weighing less than 150kg (330lb), ANR says.

“Although currently listed over-flights do not present a threat challenging thesmooth operation and security of nuclear facilities, they are nevertheless an alertto the potential risks arising from inappropriate or malicious use of drones in a field of wider risk areas,” an ANR white paper says.

“In a prospective approach to anticipate these risks, and for a variety of scenarios and employment contexts, it is necessary to evaluate the technical responses that can be made in the medium term for the detection, geolocation, identification, or neutralisation of aerial drones of small dimensions,” ANR adds.

The 18-month funded “flash” projects – for which €200,000-600,000 ($226,000-679,000) is available per project – would lead to operational demonstrations at an active nuclear site.

I agree. The civilian UAV (and sea-robot, land-robot) industries need to be policed. Not just no flights over nukes, no presence of any remote operated robot on even approach routes of high ranking politicians (assasinations folks, quite easy to attach a gun to a larger civilian UAV), which ofcourse means a dont-move-unless-connected-to-the-internet feature compulsary in all these robots, proper policing of their operating system, and forced updates of dont-enter-zones. Let's make some NATO-wide laws about this and advocate that all other countries do the same.
 
Are regular aircraft flights allowed? I think I'd rather a UAV crash into a nuclear plant than an Airbus.

no that wont make even a dent.. they're more concerned with nuke weapon storage area surveillance by nukes so far..

i still think the civilian remote-operated robot industry needs to be a lot stronger policed than just some fixed uav no fly zones :)

You cannot fly in a radius of 5km of the nuclear site and below 1000 meters.
If you do,an aircraft of the air force will come at your position and see if you just lost contact,and don't know where are you,or you want to do a bad thing....
(Recently,a german tourist was intercepted by a mirage 2000 near a nuclear site. :P )
But, there has never been serious accidents
