The top implementable items are

• Passport Denial
• Property Buy/Sell Deny till FBR NOC obtained Taxes filed or not
• Utilities Denial (Water / Electricity / Gas)
• Driver Licence Denial
• Send kids of None Filers back home Till Moma Papa , file their tax returns

**If FBR does not gets taxes filed papers , authoize them to call Utilities companies and cut off all your service till you show up at FBR and fill out documents and submit


If these are implemented , average Pakistani will start filing more regularly

Worry about your own Tax filing deadline , and not someone else their filing or no filing is FBR responsibility if you have a Job you make money while living in Pakistan then your tax filing becomes needed

What I'm trying to say is taht:-
1. No dout percentage of tax payer and return filers is very low
2. 1600000 is the figure who file retuns not necessarily who pay tax. E.g 100 % salaried individuald pay Income Tax but 90% of them just don't file return thus are not included in above 1600000 figure.
3. You just did it 1600000/200000000*100. All Pakistanis are not required to pay incometax as most of them are poor and there income is less than the minimum income to pay tax. Do this 1600000/no. Of people required to pay tax * 100.

The purpose of Filing Tax return is attaining deceleration if anyone claims they are not working and later 10 carore rupee is found in their basement or home

So criminal charges can commence against them

Clearly their a gap , some where if Employers deduct Tax for a employee , they must issue some sort of paper receipt of this deduction and that serves as basis for Filing Tax a confirmation they worked

99% of Pakistani are not poor a good 80% live in own homes all paid worth 100K easily

• May be employers should mandate proof of Tax files by their employees , when they complete 1 year of service or Job. You know before the next year start confirm they paid and filed taxes just to promote the real taxation figures

In population of 200 Million , FBR must at least get 124 Million Tax filings per year to 150 Million Tax filings

Not just 1 Million like what is happen now (1600000)

Blaming Tax evasion on people who read Quran Pak is not logical. Most of Tax evaders are people who don't read Quran and lie about their income to Govt. Quran Pak restricts Muslims from the sin of Lie.

It is not advisable to mix up problems, people not paying taxes is one major problem, India Israel etc is another problem. Wont help to ignore one in lieu of the other.
