1. Are there any foreign scientists/engineers working in Pakistan Defense Industries?
2. Is it a secret? Should be a secret?
3. For PAC/HMC/HIT/KSY, it would make sense for
A-(Chinese) EX-CATIC/SAC/Norinco (for indigenous BVR,AZM,UCAV,ALHAIDER)
B-Ex-Ukrainian (Ukroboronprom )
C- Ex-South African (Denel) like UAE for BVR/ Helicopters
D- Ex-Russians (Sukhoi/MIG)
4- Would these countries care?be angry?require NOC?
5- How can/should be Pakistan recruit foreign talent for fast development?

You can hire foreign experts if you can pay them good money, life style and protection. US hire diplomats, Generals, admirals and scientists from all over the world. To include Pakistan.

Recently Chinese paid Harvard University professor for Biolab. But question is, do Pakistan have enough political and economic clout to retain these individuals if foreign countries want them back as international terrorist.

Would close allies like China tolerate it?

I am from IOK, i have done aerospace engineering from UK bachelors & masters with highest grades, my focus of research is control systems for UAVs, few years ago i emailed PAC & a few other government agencies never got a reply. Now doing my PhD, lets see what future has in store.

Complete your PhD, work on few projects. It’s not easy to get inside classified defenses agencies, specially when it’s hard to verify your origins. Since IOK is off limits, it’s hard to do a background check on you. Doesn’t mean they won’t take you. I guess after your PhD talk to Pak military attaché in UK.

Unfortunately, sometimes certain institutions have no choice but to put potential security over acquiring the best talent. Often they don't have the means/manpower to do full background checks of complex cases so they (sadly) decline or don't get back. But don't give up!
