New Delhi, Feb 23 (IANS) The Indian Navy will get delivery of the first of its six Scorpene submarines in 2015, a three-year delay from the original schedule of 2012, the Rajya Sabha was informed Wednesday.

'The first submarine (Scorpene) is now scheduled to be delivered in the second half of 2015. As per the contract, the first submarine was scheduled to be delivered in December, 2012, and thereafter, one each every year till December 2017,' Defence Minister A.K. Antony said in a written reply during question hour.

The six Scorpenes -- Project-75 as the submarine construction programme is called -- are under construction at the Mumbai-based Mazagon Docks Limited (MDL) at a cost of $4 billion in collaboration with French firm DCNS.

'There has been a delay due to initial teething problems, absorption of technology, augmentation of MDL infrastructure and procurement of MDL Purchased Material (MPM),' Antony said.

He was replying to a question on the delays in augmenting India's underwater combat capabilities.

He said the government constantly reviews the security environment and accordingly decides on the induction of appropriate defence equipment and platforms, including submarines for the navy.

'This is a continuous process undertaken for the modernization of the armed forces to keep them in a state of readiness to meet any eventuality,' he said.

'Any gap in submarine capacity is being addressed by modernisation and upgradation with the state-of-the-art weapons and sensors fitted on the existing submarines to enhance their combat-worthiness,' he added.

The defence minister also noted that the government had accorded approval for revising the cost of Project-75 on account of increase in the cost of MPM items, related sub-heads and additional MDL infrastructure.

Antony also said the government had already set in motion the process of constructing additional submarines under Project-75 (India).

To shore up its depleting submarine fleet, India will this year issue a $11-billion global tender for building six more next generation vessels under Project-75 (India), a follow-on to the six Scorpenes.

The navy issued the RFI for Project 75 (India) in September last year and some of the global firms that have responded to it are Russian Rosoboronexport, French DCNS/Armaris, German HDW and Spanish Navantia.

The Indian Navy operates 14 diesel-electric submarines at present after it decommissioned two Foxtrot class submarines last year.

Of the 14 submarines, 10 are Kilo class Soviet-origin vessels and the rest are HDW German-origin vessels.

India is expected to induct the 12 Project-75 and Project-75 (India) submarines in the next decade-and-a-half. The 12 vessels would now be inducted one after the other over 12 years beginning 2015.

The vessels are part of the 30-vessel submarine induction plans of the navy that was approved early in the last decade.

I would say we should buy 6-12 A214 from Germany in 2-4 billion$, keeping in mind the ageing of our sub fleet. Let P75 and P75I go simultaneously because we need them to develop our own capability. Our rate of induction is very very slow in comparison to the condition of our ageing fleet.

I hope 2015 is the induction date and not the launch ? because otherwise induction will take 2-3 more years.
This delay could is dangerous not to mention the cost over-run. Someone needs to get fire for this delay.

Eckernfoerde, Germany (CNN) -- It is almost totally silent, radiates virtually no heat and is constructed entirely from non-magnetic metals.
Meet the U212A -- an ultra-advanced non-nuclear sub developed by German naval shipyard Howaldtswerke Deutsche Werft, who claim it to be "the peak of German submarine technology."
And few would argue. The super-stealth vessel is the first of its kind to be powered by a revolutionary hydrogen fuel cell that lets it cruise the deep blue without giving off noise or exhaust heat.
That's important, because according to Bernd Arjes, a captain in the German Navy, silence keeps submariners alive.
"We operate in coastal waters around Europe and this submarine is specially designed for finding submarines. If you want to find other submarines of course you have to be quiet," he said.
With this latest technology, he added, "the boat is virtually undetectable."

But being indistinguishable is not the only thing that sets the U212A apart. Unlike conventional subs, which need air to combust diesel, the fuel cell doesn't require oxygen to operate.
This means it can remain submerged for many weeks -- holding its breath many times longer than its gas-guzzling cousins.
You'd expect a boat like this to pack a punch, and you'd be right.
The 212A is armed with 12 heavyweight wire guided torpedoes, each capable of destroying a war ship or disabling an aircraft carrier.
"An aircraft carrier might not break with one torpedo but probably gets hit at the rudder or something. And then he probably can't maneuver into the wind to use his aircraft," said Arjes.
Germany, which has no nuclear weapons or nuclear-powered ships of its own, is the world's third largest exporter of defense goods.
HDW began developing the technology for the U212A in 1994, with the first vessels reaching market in 2003.
Export editions have already been sold to the navies of Greece, Portugal and South Korea.
But sub-aquatic sailors around the world should think twice before getting too excited over this new toy.
With a high degree of self-automation, the sub requires only a small crew and there is extraordinarily little in the way of creature comforts for those few on board.
And so it seems that even with all this state-of-the-art technology, a submariners life still remains one of confined living quarters and shared bunks.

We spend billions on various deals now and then but why we can't just buy 3 SSK directly from the OEM on fast track? I know our ASW capabilities are ver very strong but still submarines are required in minimum number, that we don't have.

Agreed, just buy 3 A214 in 1 billion$...(even if the price escalate it won't be more than 1.5 billion$).

NEW DELHI: The parliamentary Public Accounts Committee (PAC) has blasted the government for giving ''lame excuses'' for the inordinate delay in finalizing the programme to construct six Scorpene submarines at Mazagon Docks, which has now been compounded by the project being hit by huge time and cost overruns.

Navy will now get the first of the six Scorpene submarines, being built with French company DCNS/Armaris as the main collaborator, only in August 2015, instead of the earlier planned induction in 2012. Moreover, the total project cost has now escalated to Rs 23,562 crore, as reported by TOI earlier.

India, incidentally, is now down to just 14 ageing diesel-electric submarines, with only two-thirds of them operational at any given time. Of them, only four HDW submarines will be left by 2015.

In its report tabled in Parliament on Thursday, the PAC ''outrightly'' rejected the defence ministry's reply that the procurement's highly complex nature and extensive scrutiny of the proposal were responsible for the delay in finalizing the contract.

''MoD's reply, far from tenable, is not acceptable. MoD should discard its tendency of putting lame excuses. It should take corrective action to ensure contracts are finalized within a specific timeframe and defence procurements are made according to plan to avoid time and cost overruns,'' it said.

Deploring MoD's ''unwarranted stubbornness'', the committee asked the government to quantify the exact loss in terms of money as well as to ''recover the losses and fix responsibility'' to ensure such incidents are not repeated.
Even as India's underwater combat arm is fast depleting, both China and Pakistan are rapidly bolstering their submarine fleets with new inductions.

India, on its part, needs to ensure the Scorpene submarine project is not hit by any more slippages.

seems like someone is making more and more money out of this deal? Does Indian government check the swiss bank account of the people responsible.

Even if they will check, they won't reveal.... they are all brothers and sisters. They have got many names but even after Supreme court told them to reveal, the govt. is not revealing the names.
 
Only problem with IN's approach with Submarines is that they are making it more complicated than required and in turn causing huge cost over runs..
Everybody knows that SSK's role will be limited to the neighborhood..Why is IN trying to get everything on same submarine..??
An AIP-SSK will just be fine for me..What is the use of buying a SSK in $ 2 bil...??
