For sure the PAF pilots wont be part of INDUCTION ceremony of the first birds that arrive. Its their plane, our men are there on exchange program only. They however were part of evaluation in some capacity and that tells you that the birds will be available to PAF pilots in future for training and exercises.

Arab news websites have quoted Pakistani pilots being sent by Qatar to train on Rafales, in Arabic, way back before any of this news in Pakistan and India spread.
