A minister has to be a member of the National Assembly or the Senate. These both of our institutions are replete with such clowns, jokers and scoundrels. Consequently, a PM has not much of a choice. Then in the selection of ministers, there are many other considerations, like representations from allied parties, regional considerations, loyalty with party etc etc.

The fundamental issue is that, in countries like Pakistan, generally, people with higher caliber and integrity either refrain from entering into politics, or don't succeed in reaching the elected bodies. Consequently, the choices are very limited, to say the least.
