Good thing you reminded, Pakistan has several programs to tackle malnutrition and open defecation, including the world's largest NGO run midday meal programme serving freshly cooked meals to over 1.3 million school children.

Last week I've visited Kashmir (Rawalakot) and stayed there till yesterday 21st Morning. I want to share my experience with you all but firstly I want to let you know that currently the weather is very cold there and more than 80% of population lives in villages where use of Electricity is just for lightening purpose and nothing else. One more thing which many of you probably not aware about is that Kashmir is currently producing around 1900 MW from its Mangla dam and another project of 950-MW is about to complete in near future. The total requirement of Whole Kashmir (Pakistan administered) is less than 500-MW.
Now have a look at Electricity availability in Kashmir during 24-hours.
Availability Time:
06:00am to 08:00am (02)
11:00am to 12:00pm (01)
02:00pm to 03:00pm (01)
06:00pm to 08:00pm (02)
09:00pm to 11:00pm (02) (rarely used by people)
01:00am to 04:00am (03) (no one use at this time)

Come on dude...Your state is producing does not mean that there will not be any power cut..It required huge investment to build a dam..So if your economy of the state is not enough to pay for it, then those powers will be routed to other states...This is a issue of economics and sustainability rather than any discrimination...

Power is diverted first to economic centers of the country.
Industries and major cities fall first in line.

A solution could be to treat Kashmir as an independent entity and pay it for the power pakistan uses.
